Regarding to expand you network then download the lists from here and start inviting.

Next you should go to the Invites Welcome webpage and become a paying member. That gives me about 120-200 invitations every fortnight.

you asked how to download the lists ?

You select "Downloads" in the My LION menu (on the left). Then browse the latest downloads. There should also be an explanation on how to send out the invites on LI.
